When the Oregon Legislature passed a one-time urban growth boundary (UGB) expansion tool in 2024, it created a unique opportunity for communities to respond more quickly to Oregon’s housing challenges. Bend was among the first to lean into that opportunity, helping demonstrate how the approach could work on the ground.

Through collaboration between the City, business community, and regional partners, Bend advanced the pilot program on an accelerated timeline. That early momentum offered a valuable example of how a more flexible, outcomes-focused UGB process can translate into real housing opportunities.

The impact is already taking shape. Projects like Caldera Ranch are expected to bring hundreds of new housing units to Bend, including a meaningful share of affordable housing, along with the infrastructure and amenities needed to support long-term community growth.

Bend’s experience has also helped inform conversations at the state level. By showing what is possible through a streamlined approach, local efforts contributed to a broader understanding of how this tool can be refined and expanded.

As a result, the 2026 legislative session is building on lessons learned from early adopters like Bend. In addition to broader improvements to the original program, lawmakers also passed House Bill 4082, which creates a targeted pathway for cities to bring in land for specific housing needs such as manufactured housing and homes for older adults at moderate income levels. This builds on the same framework as the original UGB expansion tool and reflects a growing willingness to adapt Oregon’s land use system to meet evolving housing needs.

For Bend, these updates may create additional opportunities to thoughtfully consider future housing supply, including options that serve seniors, workforce households, and a wider range of residents. State leaders have emphasized that these kinds of targeted adjustments are part of a broader effort to address housing shortages while maintaining Oregon’s long-standing approach to managing growth.  

For the Bend business community, this progress reflects the value of collaboration, thoughtful planning, and a shared commitment to addressing housing needs. It is encouraging to see local efforts helping shape solutions that may benefit communities throughout the state, while also opening the door for Bend to continue exploring responsible, community-supported growth.
