For Homeowners

Housing for our community

A living room filled with furniture and a kitchen.

The Pre-Approved Accessory Dwelling Unit (ADU) Design Library is the result of the Bend Chamber’s continued efforts and shared values with the City of Bend to encourage and incentivize the construction of ADUs. The City’s housing strategy encourages the development of more diverse housing units and recognizes that ADUs are an integral part of the housing continuum.

  • Creates more housing opportunities in existing neighborhoods with existing communities.
  • Takes advantage of existing and often costly infrastructure.
  • Creates opportunities for intergenerational living, onsite caretakers, or assistants such as childcare or assisted living.
  • Provides financial benefit and/or property value to the property owner.
  • Triggers economic development at a local scale through local builders/contractors.
  • Contributes to the density efforts in a community-based approach.
  • Provides more diversity in our neighborhoods.

1. Browse the gallery

Explore our growing library of Pre-Approved ADU Plans. Review the images and details for each design to find one suitable for your needs and site.

2. Select a design

Once you choose a plan, connect with its designer through the contact information on each plan’s page. The designer can guide you through the permitting process and describe other services they offer. Pre-Approved ADU Plans can be purchased directly from the designer.

3. Prepare a site plan

To complete permitting, you’ll work with your designer to prepare a site plan showing the pre-approved structure on your site. This allows the City to review zoning, drainage, and other site-specific factors.

4. Get a permit

Submit a building permit application to City of Bend though CityView. When submitting, please identify the plan as part of the Pre-Approved ADU Program in the project description section.

Find a plan that fits your needs

This ADU Design Library aims to enhance the city’s Pre-Approved ADU Program and showcase pre-approved building plans for residents interested in building an ADU. The following plans are available from the architectural and building firms that designed them and have been reviewed for compliance with the building code by the City of Bend. Charges and fees may apply and are assessed by the firm.

For Architects & Builders

Submit a Pre-Approved ADU Plan

A room with a chair, a table and a window.

The first step in participating in the Pre-Approved ADU Design Library is to have your ADU plans reviewed and approved by the City of Bend. This is done through their Master Re-Issue Permit Program, and we have provided helpful links to their systems and processes below.

Once your plan set is approved by the City of Bend as a “Master Permit,” you are now ready to submit your Pre-Approved Plans to the Bend Chamber for use in the Design Library.

Online Permit Center Portal

All City building permits are processed electronically with electronic review within their CityView software. Here is a link to the Permit Center Portal where you will create an account or sign into an existing account to apply and submit your plan set.

Online Permit Center Portal help

Navigating new software can be challenging the first time around, so the City has provided some Portal Help Videos.

You may also reach out directly to them for assistance at building@bendoregon.gov.

Master Re-Issue Permit Program

Once you have access to the Permit Center Portal with your own login account, you will want to compile the required plan-set documents and submittal items. Here is a link to the City’s Master Re-Issue Program Policy, which provides a list of required review documents as well as an outlined step-by-step process for the application in their CityView software.

Again, if you need assistance with these documents, you may email the City’s permitting team at building@bendoregon.gov.
