City Council Highlights
Juniper Ridge Employment Sub-District Overlay Zone to be created: The Bend City Council held its first reading on an ordinance that would create the Juniper Ridge Employment Sub-District Overlay Zone. City staff told councilors the action would develop the district, but it does not apply directly to the land, this will come in the form of a zone change next year. The overlay zone would encompass approximately 230 acres of land in the Light Industrial Zone at Juniper Ridge. The Planning Commission had recommended a minor change to the ordinance which would require professional consulting services to be approved as conditional use. The commission wanted to safeguard against excessive office use. Staff and Juniper Ridge Project Executive David Ditz said the conditional use could create problems with flexibility down the road, and enforcement would be difficult as well, if buildings changed hands. The council decided to keep with the original text and allow professional consulting services as a permitted use. The council will have a second reading and adoption at its November 18 meeting.
Council Reviews Financial Policies: During a work session Wednesday evening, the Bend City Council looked at the financial policies the city currently practices and would like to maintain moving forward. The policies were brought before the council as a way to help stabilize the city's budget. City Manager Eric King said this is a key piece in addressing the budget's structural problems. About 99 percent of the policies in place are already practiced by the city. Staff has updated a few areas including reserve policies. Finance Director Sonia Andrews says the new reserve policy will meet the needs of each fund whether it's a two month reserve or a six month reserve. Another addition was the General Fund Stabilization Fund Policy. Andrews told councilors this fund will only be used in a severe economic downturn or unforeseen events where a significant portion of revenues supporting critical basic operations are projected to decline for more than two years or permanently. It will be funded through half of all investment earnings from general fund and other funds (except those prohibited by law) and any excess revenues and/or additional allocations from the General Fund. This fund will not be used to create new programs or expenditures. The council will vote on the policies at its November 18 meeting. |

November 10 - Professional Development Series - "Employee Benefits - In and Outside the Box" - News of employment and the economy is not a surprise to anyone these days.
