City Council Actions

Juniper Ridge Financials:
Ron Garzini, Jerry Mitchell,
and City Finance Director
Sonia Andrews presented a
detailed financial cost
report for the fiscal year
2007-2008. In this report,
it was disclosed to the City
Council that Juniper Ridge
is obligated to the tune of
some $9 million, best case
to $12.6 million, worst
case. The worst case
considers a budget
obligation of up to $2.5
million to buy out Juniper
Ridge Partners, LLC and an
expanded pumping station to
meet users in addition to
Les Schwab.

Juniper Ridge Work Plan:
Ron Garzini presented a
Juniper Ridge Work Plan
forecasting out to
2015-2016. This Work Plan
covers the US 97 North
Corridor ODOT long-range
transportation plan and
implementation, the mid-term
fix at Cooley Road and US
97, Cooley Road and 18th
Street improvements, Les
Schwab Headquarters project,
Juniper Ridge 50-acre
development and Juniper
Ridge 250-acre
development.

SDC Update:
City staff was presented
with an outline on SDCs for
water, sewer, transportation
and Parks, These SDCs are
designed to help fund $190
million in proposed
projects. SDCs are intended
to cover the cost of
growth. SDC examples given
to the City Council were:
Single family housing at
$13,440; 20-unit apartment
complex at $191,190 or
$9,559.50 per unit; a
600-student elementary
school at $771,346.

UGB Policy Statement:
Brian Shetterly presented
the policy statement
document to the Council.
This document covered 17
individual policy areas
ranging from: preparing two
UGB expansion proposals, one
for residential and the
other for employment lands,
to having “shovel-ready”
employment lands available
in the next five years;
inclusion of additional
acres at Juniper Ridge;
reducing the employment
lands in the 504 acres at
Juniper Ridge; pursuing a
more balanced housing mix
between multi and single
family residents; increasing
residential densities;
looking for ways to justify
a larger UGB expansion; and
designating a new urban
reserve area.

Christmas Parade
– Downtown Bend December 8
The Annual Christmas Parade will
be held in Downtown Bend on
Saturday, December 8 beginning
at noon. As always, the parade
will filter down Wall Street and
of course will feature the man
himself, Santa Clause. For
those who cannot make the
parade, listen to LITE 95.1,
Horizon Broadcasting Group radio
personalities and yours truly
for all the action.

Community
Affairs Council – Town Hall Luncheons
In 2008, a new council will be
launched called the Community
Affairs Council (CAC). This new
council will use the popular
“town hall format” designed to
allow members to interact on hot
topics, like Juniper Ridge and
transportation; learn about and
discuss new economic development
projects and how they will
impact the economic vitality of
the community as well as provide
new business opportunities for
members; and, discuss
legislative matters and city and
county ordinances and fees that
affect business' ability to do
business in this region.
The new CAC Town Hall luncheons will be
held at Touchmark at Mount Bachelor
Village in the Forum Theater. The
luncheons will be held on the third
Friday of the month from noon to 1:30
p.m. If you sign up now, for the full

Meth in Central
Oregon
The Talk of the Town for
